Chief's Biography 

Colonel R. Steven Bailey        

Chief Bailey has been Chief of the Miami Township Police Department since May 1995. Prior to working for Miami Township, he was the Assistant County Administrator/Director of Emergency Planning and Operations for Clermont County. In that capacity he directed the County Communications Center (E-911) and was also the County Emergency Management Director, in addition to several other department head level responsibilities. Previously he served as Assistant City Manager of the City of Fairfield, Village Manager of Pickerington, Ohio and Village Administrator of Carlisle, Ohio. He has been a Reserve Police Officer for the City of Middletown since 1986. He holds the rank of Reserve Lieutenant with that department.

Chief Bailey is a Certified Law Enforcement Executive (C.L.E.E.), one of only 80 in the State of Ohio. Chief Bailey graduated from the 203d Session of the FBI National Academy in December 2000. He is a graduate of Class 119 of the Northwestern University Traffic Institute School of Police Staff and Command. He is also a graduate of Session 16 of the Ohio Police Executive Leadership College (P.E.L.C.) He holds a Master of Arts Degree in Public Administration and a Bachelor of Arts Degree in English from Miami University.

Chief Bailey has also been an instructor of police supervision and FTO topics at the D. Russell Lee Career Center, Cincinnati Police Training Institute, the Cincinnati Police Academy, the University of Memphis, and the York, Maine Regional Police Training Center. He has been a Visiting Instructor of Political Science at Miami University and is currently and Adjunct Instructor in the Criminal Justice Program at the University of Cincinnati. He is an Assessor and Assessment Team Leader for the Commission on Accreditation of Law Enforcement Agencies (CALEA).

Chief Bailey retired from the Ohio Army National Guard in 1999 after 27 years and held the rank of Lieutenant Colonel. He worked in the Infantry, Signal Corps, Chemical Corps, and Military Intelligence branches. He has been a platoon leader, company commander and battalion level commander. He is a graduate of the U.S. Army Command and General Staff College, the Defense Logistics Executive Development Program, the National Defense University National Security Program, and the U.S. Army War College Defense Strategy Studies program.

Chief Bailey is active in the Boy Scouts of America. He has received numerous awards and honors from the BSA including the Silver Beaver Award. He is a graduate of the Wood Badge leadership-training program, and is a Vigil Honor Member of the Order of the Arrow.

Chief Bailey is married and has two children. He is currently pursuing a Ph.D. in Criminal Justice at the University of Cincinnati.
